Test it works by opening it in your phone browser

Step 4 (iPhone), Create an Apple Developer Account
Step 4 (Android), Create a Google Play Developer Account
Step 5, Wrap your web app into a real app file
Step 6 (iPhone), Submit to the Apple App Store
Step 6 (Android), Submit to the Google Play Store
Step 7, You're live! Tell the world.
